  • VP – Asset Integrity Management (Refers for major or critical matters and obtains policy guidelines and instructions).
  • Manager – Shutdowns and Planning: Priorities and general direction.
  • Maintenance Managers/Engineers – Understanding of plant conditions and constraints.
  • Shutdown Planning – Assist with Operational Simulation and engineering solutions
  • Other Reliability Engineers to ensure a coordinated engineering service provision with regards to asset strategies of integrity related equipment and standards applicable to Shutdowns.
  • Regular contact with all related section heads (Mechanical Maintenance & Workshop) to review maintenance records, discuss maintenance plans, deliver proper guidance, and discuss various departmental issues in line with company policies.
  • ESI Projects – Assists with planning and implementing plant improvements and expansions with regards to integrity related equipment.

JOB PROFILE:

General Summary: The Emirates Steel Shutdown execution engineer will be accountable for Shutdown engineering and engineering solutions to improve and facilitate shutdown execution. The engineer will solve complex technical concerns for preparation with regards to engineering solutions applicable to Shutdowns. The shutdown engineer will also engineer solutions for shutdown duration improvement and also assist with complex engineering solutions during shutdowns.

Essential Duties and Responsibilities (Key Account abilities)

The Shutdown Engineer will work closely with Execution Section Heads to prepare for solutions with regards to complex engineering issues and assist with engineering solutions during shutdown execution.

  • Ensure adequate engineering solution to overcome in time engineering problems in preparation for major shutdowns.
  • Ensure engineering solutions to drive improvement in duration of shutdowns across emirates steel plants.
  • Compliance of welding repairs to Statutory Assets by external contractors.
  • Solve complex engineering problems during shutdown execution
  • Assist the Shutdown Manager during execution of Major shutdowns.
  • Ensure engineering lessons learned standardization and continuous improvement for engineering related issues during shutdowns.
  • Drive continuous improvement for engineering solution for shutdown duration.
  • Drive cost improvements for shutdown engineering across Emirates steel.
  • Provide input into site internal, external, and regulatory audits and investigations.
  • Ensure specialist maintenance and engineering services relating to Welding and welding procedures.
  • Ensure compliance of competencies of engineering for shutdown preparation and execution to comply with required standards.
  • Ensure high standard of engineering principles during shutdowns.
  • Ensure capturing of all modifications and risk assessments on all Welding of assets
  • Ensure quality control of all Gas & Oxygen integrity inspections by ITP’s and competent auditing.
  • Project control of integrity of Welding repair projects
  • Scoping of repairs related to required equipment.
  • Integration of Project engineering into Shutdown and execution.
  • Strategic Contribution:
    • Ensure Optimized, standardize engineering approach related to MSD across Emirates Steel.
    • Provide professional advice and support to all levels of the business on Shutdown  related issues to ensure the production capability of the business is optimized.
  • Leadership:
    • Ensure the effective achievement of Shutdown preparation and implementation of shutdown functional objectives through leadership and engineering.
  • Budgeting & Cost Control:
    • Assist in Preparation & Management annual budget and operating plans that accurately represent anticipated Integrity equipment maintenance & development costs to allow accurate business planning and cost management. Budgeting and Control includes followings:
  • Preparation, review and Optimize Annual OPEX Budget requirement with proper justification for each of the Cost Centers of Integrity Related items
  • Operational Management:
    • Liaise with external parties to understand requirements and changes.
    • Personally, resolve critical problem to minimize the shutdown duration.
    • Provide technical input for the resolution of major Engineering problem to minimize down time and enhance plant performance.
  • Shutdown Planning:
    • Recommend & Coordinate with third party maintenance services provider to ensure availability of resources in a timely manner.
  • Capital Planning:
    • Direct the ongoing review of the physical condition of all physical assets in the Maintenance Department to ensure that those assets are in a suitable condition to allow the organization to fulfill its strategic objectives and they comply with any relevant legislation.
  • Safety, Quality & Environment:
    • Direct & follow-up all relevant safety, quality and environmental management policies, procedures, and controls across the Reliability Department to promote awareness on employee safety, legislative compliance, delivery of high-quality products / services and a responsible environmental attitude.
    • HSE responsibilities includes, but not limited to followings:
  • Lead from front by ensuring meeting all personal HSE Leading KPIs.
  • Setting HSE KPIs for Team & ensuring full compliance.
  • Direct, Maintain and ensure Maintenance Team to follow Emirates Steel Health, Safety and Environment procedure through regular Audits and timely closure of H&S related Actions.

  • Ability to critically assess inspections reports and interpretation and Understanding of pressure system standards and application of standards.

Minimum Education Qualifications (Must Haves)        Any preferred professional training (Nice to have)

·         University Degree in Mechanical Engineering. ·         Shutdown associated qualifications
·         Planning & Scheduling experience

 

Professional Experience (Must haves)                         Previous Experience/exposure Recommendations (Nice to have)

  • More than 5 years Mechanical maintenance experience in Petrochemical or integrated steel plant equivalent positions.
  • Working experience in any of the Middle east countries (familiar with rules and regulations, climatic conditions)
  • Health & Safety compliance systems experience.
