PROCESS SAFETY MANAGEMENT LEAD

Location: Qatar

🔷 JOB SUMMARY

The Process Safety Management Lead is responsible for developing, implementing, and governing Qatar Steel’s Process Safety (PSM) systems across all facilities. The role ensures safe and compliant operations through structured risk assessments, PHA/LOPA facilitation, MOC governance, SIL verification, alarm management, and emergency preparedness. The position provides leadership, technical expertise, and coaching to operations teams to continuously strengthen the company’s safety culture.

🎓 QUALIFICATIONS

  • Bachelor’s Degree in Chemical, Mechanical, or Process Engineering (or equivalent).

  • 10+ years experience in Process Safety / Operations within steel, petrochemical, or heavy industry.

  • Strong knowledge and demonstrated experience in PHA, HAZOP, LOPA, and functional safety lifecycle.

  • Preferred certifications:

    • NEBOSH

    • TÜV Functional Safety

    • CCPS Process Safety Certification

🛠 KEY RESPONSIBILITIES

1. Process Hazard Analysis & Risk Management

  • Facilitate HAZOP, LOPA, Bow-Tie Analysis and maintain risk registers.

  • Track corrective actions to closure and ensure documentation integrity.

  • Coordinate QRA (Quantitative Risk Assessment) studies and implement recommendations.

2. Functional Safety & SRS Management

  • Develop and maintain Safety Requirements Specification (SRS).

  • Lead SIL verification, proof-test planning, and lifecycle compliance per IEC 61511.

3. Process Safety Management (PSM) System Implementation

  • Develop and sustain corporate PSM programs aligned with Qatar Steel standards.

  • Govern MOC (Management of Change) processes and lead PSSR (Pre-Startup Safety Review).

  • Ensure Safety Critical Elements (SCEs) meet performance standards and ITPM compliance.

4. Alarm Management

  • Rationalize alarms and implement alarm KPIs.

  • Reduce nuisance, chattering, and standing alarms in line with ISA 18.2 / IEC 62682.

5. Incident Investigation & CAPA

  • Lead incident investigations using structured RCA methodologies.

  • Implement Corrective & Preventive Actions, ensuring lessons learned are communicated across teams.

6. Emergency Preparedness

  • Coordinate emergency response drills, including fire and dispersion scenarios.

  • Review and update ER plans, ensuring alignment with regulatory standards.

7. Compliance & Standards Assurance

Ensure adherence to global safety standards including:

  • IEC 61511 / IEC 61508 (Functional Safety)

  • API RP 752/753/754, API 521

  • CCPS Process Safety Guidelines

  • NFPA 30/33/68/69/72

  • OSHA PSM (29 CFR 1910.119)

  • ISO 45001

8. Training & Competency Development

  • Coach and mentor engineers/operators on PSM principles.

  • Conduct internal workshops to promote a strong process safety culture.

9. Internal Audits & Continuous Improvement

  • Lead internal PSM audits and submit detailed recommendations.

  • Work with HSE and operations teams to drive continuous improvement initiatives.
