Job Title:

Engineer DR Mechanical- (MIDREX BASED DR PLANT              

Reports To:
Head of Section
Role Purpose: To provide technical leadership, management and control of an area of maintenance activity to ensure the provision of effective, efficient and proactive maintenance and engineering services which maximize plant availability and reliability.
Key Accountabilities
1.      Planned maintenance activities reviewing, enhancing and optimizing during the budget preparation session and during actual execution of the same; by:
§  Reviewing of all planned maintenance activities list that will be prepared by the foreman and assuring the quality level and the accuracy of the budget preparation process.
§  Assuring the timely and efficient execution of all planned mechanical maintenance activities.
§  Reviewing of drafted tender specification document that will be prepared by the foreman for the OSP services, enhancing and correcting them to ensure that the tender specification document is specific and ultimately clear.
§  Reviewing, correcting and submitting technical and techno-commercial evaluations for received offers.
2.      Identify, design and propose to management technical maintenance improvements and/or developments based on plant, equipment and/or process requirements, implementing approved plans as appropriate in order to support the continual technical improvement of maintenance provision.
3.      The execution of those improvement and development projects will be achieved through capital expenditure (CAPEX) projects, which will be the engineer sole responsibility to identify; suggest, handle, and supervise the execution of them under the supervision and guidance of the section head.
4.      Identify and develop improvements to maintenance operating standards, policies and procedures in order to support continuous improvements in operating performance
5.      Prepare operating standards for the operation and maintenance of new plant, equipment and/or production systems in order to ensure optimal performance
6.      Supervise breakdown maintenance for critical and/or complex plant equipment in order to ensure that plant and equipment downtime is minimized
7.      Manage discrete projects and support / contribute to larger projects, e.g. internal expansion, from feasibility study through to implementation in order to ensure that projects are delivered to time, cost and quality standards
8.      Use specialist engineering skills and techniques to evaluate and solve technical plant and process maintenance issues and problems in order to support the achievement of uninterrupted production
9.      Provide technical advice and support to technicians on non-routine plant and process problems, applying specialist skills and knowledge to ensure problems are resolved quickly and effectively
10.  Conduct on job training, demonstration and instruction for new and/or existing employees in order to support their professional development and ensure the highest standards of performance are achieved across the shift team.
11.  Identify and recommend equipment / systems for procurement, provide technical specification, perform technical evaluation of equipment and suppliers and ensure effective commissioning and follow up where appropriate
12.  Co-ordinate and communicate effectively with other departments on maintenance activities, attending and reporting regularly to section meetings in order to ensure that maintenance provision meets the ongoing needs of the production process.
13.  Prepare reports on the full range of engineering and maintenance issues in order to ensure that senior management have sufficient information to support decision making
14.  Participate in Quality Control Circle activity, evaluating, recommending and implementing improvement ideas as appropriate so that all relevant processes are continually improved
15.  Assume responsibilities for those aspects of Quality and HSE management systems in own work area.
16.  Carry out any additional tasks as required by the Management / Superiors.
QUALIFICATION, EXPERIENCE & SKILLS
§  University degree in mechanical engineering from a recognized university.
§  5-7 years post graduate experience in steel production or similar operating environment out of them at least 5 years must be in MIDREX based DR plant.
§  In depth specialist skills and knowledge in mechanical engineering specialism plus well developed knowledge and understanding of the entire production operation
§  Comprehensive understanding of plant, equipment and process operation in MIDREX based DR plant.
§  Comprehensive knowledge and understanding of safety, environment and quality system procedures and standards especially in MIDREX based DR plant.

2. JOB PURPOSE:

To execute safety regulations, policies, and procedures, and monitor execution by other departments. To maintain safety for all people, assets, equipment, and material. To devise safety plans, monitor practices to ensure compliance, and respond to emergencies as needed.

 

4. KEY ACCOUNTABILITIES:

Description

Safety

§  Participate in design and implementation of site HSE plan, policies, procedures, and guidelines.

§  Ensure that Qatar Steel retains its license to operate, including but not limited to ISO 45001 Certification, ISO 14001 Certification and compliance to HSE requirements.

§  Meet health, safety, environment and security standards and operational targets to ensure that staff are provided with a safe working environment.

§  Supervise and monitor compliance on site with all relevant statutory, regulatory, contractual and company requirements including international certifications.

§  Manage and formulate approved Permit-to-Work System in order to ensure that the highest levels of performance are achieved.

§  Review the impact of Qatar Steel on the environment and create plans to minimise or eliminate any impact on the company’s surroundings.

§  Review plans and specifications for new machinery and equipment to make sure that they meet safety requirements and evaluate the effectiveness of manufacturing control mechanisms.

§  Identify and correct potential hazards by inspecting facilities, machinery, and safety equipment.

§  Conduct safety activities including but not limited to hazard identification and risk management, incident investigation and reporting, waste management, pollution prevention and control, emergency response and various compliance activities.

§  Ensure that products comply with health and safety regulations.

§  Ensure that safety devices on machinery are adequate and in place.

§  Execute safety measures and safety programs according to safety standards in emergency cases, as directed by Head Safety.

§  Participate in planning internal and external audits and update department’s Balanced Score Card and Risk Management system.

Team Supervision

§  Provide guidance and on the job training for junior colleagues and conduct knowledge sharing to facilitate achievement of team objectives and completion of tasks in an efficient manner which is consistent with operating procedures and policy.

 

Budgeting and Financial Performance

§  Monitor the financial performance of a given area of activity versus budgets and ensure all activities are carried out in line with the approved guidelines while promptly reporting on any variances to management.

§  Provide inputs and implement policies, systems, and procedure for the assigned team so that all relevant procedural/legislative requirements, fulfilled while delivering a quality, cost-effective service.

§  Prepare monthly HSE statistics reports and present to management.
