Position Title:

Project Lead – Civil / Structural Engineer

Reports to:

Head of Section – Engineering




Engineering & CWS



Minimum Qualifications:

  • University Graduate in Civil Engineering
  • Master degree in Structural Engineering from University / Equivalent.

Minimum Experience:

  • Minimum of 15 years of experience in Engineering & Projects at senior level
  • In depth skills and knowledge in Mechanical Engineering and thorough knowledge in complete production process
  • Manufacturing/ Steel Industry experience is preferred.
-To maintain Qatar Steel Civil and Structural assets like Plant buildings, sheds, offices, shop floor & control rooms, Equipment foundations, Jetty, plant premises infra structure etc.
-To lead all Civil & Structural Engineering CAPEX / OPEX Projects as per end user requirement right from feasibility study till the successful completion and handing over of the project.
-To coordinate with consultant / contractor for detail design and statutory approvals for the project.
-To coordinate for periodic and condition based structural assessment of various buildings and structures including implementation of repair recommendations.
-To review structural design and drawings of EPC projects submitted by Contractors.


Project Management
§  Prepare CAPEX project execution strategy, Scope of Works, layouts, technical specifications for tendering and do techno-commercial evaluations giving recommendations for awarding contracts.
§  Periodic / end user request based inspection of the plant civil facilities and planning, scheduling, carrying out repair, maintenance activities to maintain plant reliability.
§  Coordination with Consultant for Structural Assessment & Condition monitoring of various building and structure.
§  Reviewing hand sketches/drawings or photographs to evaluate the work for civil repairs and suggesting repair methodology for cost effective solution.
§  Reviewing & approval of job estimation done as per BPA terms before submitting for management approval.
§  Reviewing & approving the shop drawings/ material submittals/ samples/ method statements etc.
§  Issue work order, co-ordinate with Contractor and ensure that all the repair, maintenance and modification jobs are carried out in order to maintain the standard of Qatar Steel Plant and industrial norms.
§  Monitoring, Supervising, Stage inspection & conducting Review meetings of the contractors work in order to control the time, quality, cost of the job and also ensure HSE compliance by contractor’s staff.
§  Inspection & Acceptance of the work, As-built Documentation/photograph compilation and handover of completed work.
§  Review of completed work and Invoice as per BPA payment terms and certification for payment of completed work.
§  Review the monthly report for ongoing/completed civil jobs monthly report.
§  Project Management viz. Monitor the progress of project, contractual obligations, control the project budget and review proposed changes to optimize the cost.
§  Prepare estimates and budget proposals for departmental civil budget.
§  Initiate, review and update Civil procedures for continuous improvement and implement latest methods, products and cost effective measures for upgrading and enhancing quality improvement of the Section.
§  General design and calculations of civil foundations, pedestals, and footings etc. wherever needed.
§  Coordination with Consultant / Contractor for detail design and approvals from statutory approvals for new building/ shed projects.
§  Review of design calculations and drawings for EPC projects.
§  Adherence to all departmental procedures for an effective work flow.
Strategic Contribution
§  Ensure effective follow up of the divisional strategy into sectional business plans to ensure vertical alignment and horizontal integration with other interfacing strategies.
§  Direct the development of the Qatarization strategy in alignment with Qatar Steel and Qatar national objectives to attract, develop, retain Qatari Nationals to establish a qualified talent pool and support Qatarization targets.

§  Ensure effective implementation of policies, procedures and controls covering all areas of assigned Electrical Engineering activity so that all relevant procedural/legislative requirements, fulfilled while delivering a quality, cost-effective service.
§  Ensure that all Project reports are prepared timely and accurately and meet Qatar Steel’s requirements, policies, and quality standards.

§  Lead the identification of opportunities for continuous improvement and sustainability of systems, processes and practices considering global standards, productivity improvement and cost reduction.

Context, Work environment & DECISION-MAKING AUTHORITY:
  • The job holder is required to foresee and meet current and potential challenges presented by the operational and staff growth in creating and implementing effective Project Management strategy.
  • Key decisions having significant impact on operations are referred to the Head of Section – Engineering for approval before implementation.
  • The job holder exercises financial authority as per the level established by Qatar Steel’s Head of Section – Engineering.
